Request for Construction Subcontractor Bids

Parade Park is a historic redevelopment project transforming one of the first Black cooperative housing development in Missouri into a vibrant mixed use, mixed income community. The redevelopment will include senior housing, affordable housing, market rate apartments, and for sale townhomes.

The project prioritizes equity, Section 3 hiring, and strong MBE and WBE participation. This redevelopment represents not only a major construction effort, but an investment in people, place, and long term community impact. Bids Due: Tuesday, January 27, 2026 at 3 p.m. CST

Current Bid Package Includes

Contractors may bid on one or more of the following scopes:

  • Asphalt Paving and Striping

  • Earthwork

  • Erosion Control

  • Site Clearing

  • Site Concrete

  • Site Utilities, including underground detention and storm trap systems

Additional scopes of work will be released in future bid packages.

Equity and Participation Goals

Commitment to Inclusive Development

Construction goals for this project include:

  • 15 percent MBE participation

  • 15 percent WBE participation

  • Additional Section 3 hiring components
